Govt Initiatives to Boost Fisheries and Aquaculture in Northeast India

The Union Ministry of Fisheries, Animal Husbandry, and Dairy has launched 50 projects across Northeast India, with a total budget of ₹50 crore, including a central contribution of ₹38.63 crore. These initiatives aim to enhance fisheries infrastructure, boost productivity, and generate employment in the region, underscoring the government’s commitment to inclusive economic growth.

A comprehensive review of the Pradhan Mantri Matsya Sampada Yojana (PMMSY) implementation in Northeast India was also conducted, with a focus on addressing region-specific challenges and opportunities in the fisheries sector.

Key Initiatives by State

Assam:
Twelve projects have been rolled out, including an Integrated Aqua Park in Darrang District, which is projected to produce 150 metric tonnes of fish annually. The park is expected to generate ₹10–15 crore in revenue and create up to 2,000 jobs. Additionally, a large fish feed plant in Kamrup district is set to produce 20,000 metric tonnes of feed annually. Hatchery projects in multiple districts aim to produce 50 million spawns per year, significantly boosting aquaculture in the state.

Manipur:
Seven projects include the establishment of ice plants and cold storage units in Thoubal and Imphal districts, aimed at preserving fish produce and reducing post-harvest losses. Hatcheries focusing on indigenous fish species are expected to conserve biodiversity and increase fish production.

Nagaland:
Three freshwater finfish hatcheries are being developed in Mokokchung and Kiphire districts. These facilities will collectively produce 21 million fry annually, fostering regional aquaculture and offering economic opportunities for tribal communities.

Sikkim:
Twenty-four projects include the introduction of Recirculatory Aquaculture Systems (RAS) to promote sustainable fish farming practices. Plans for fish kiosks in Gangtok and ornamental fish rearing units aim to increase income and livelihood opportunities for local communities.

Meghalaya:
A single project in the East Khasi Hills District focuses on developing recreational fisheries in a popular tourist area. This initiative aims to attract visitors, generate local employment, and enhance tourism potential.

Tripura:
Three projects will establish ornamental fish rearing units and finfish hatcheries to popularize ornamental fish farming and generate employment by utilizing indigenous fish resources.

Regional Impact

These initiatives align with flagship schemes such as the Blue Revolution Scheme, Fisheries and Aquaculture Infrastructure Development Fund (FIDF), and PMMSY. The region has seen notable improvements, with inland fish production rising from 4.03 lakh tonnes in 2014-15 to 6.41 lakh tonnes in 2023-24, reflecting an annual growth rate of 5%.

The Department of Fisheries has prioritized Northeast India as a critical area for development, focusing on creating modern aquaculture parks, hatcheries, and fish processing units while promoting advanced technologies like Biofloc systems and RAS. These efforts aim to enhance productivity, strengthen value chains, and improve market access for fish farmers, contributing to the region’s overall economic development.
