Govt Held Capacity-Building Workshops to Implement VOPPA 2025, Pushing Transparency in Edible Oil Industry

In a major step toward enhancing transparency and strengthening data-driven oversight in the edible oil sector, the Vegetable Oil Products Production and Availability (Regulation) Order, 2025 (VOPPA 2025) was notified by the Department of Food and Public Distribution. To ensure seamless national implementation, the government rolled out a series of capacity-building workshops across key edible oil–producing regions.

The first workshop was held on 15 November 2025 at the Soybean Oil Processors Association (SOPA) Auditorium in Indore, one of India’s largest oilseed-processing hubs. The session focused on the importance of accurate data reporting and provided hands-on training for industry participants on registration through the National Single Window System (NSWS) and the dedicated VOPPA portal. Officials said the workshops guided producers on timely, error-free filing of mandatory monthly returns under the amended order.

Similar programmes were soon held in other major states to ensure wide participation from industry players. In parallel, the department also undertook inspection visits and direct interactions with edible oil units to promote compliance. Under VOPPA 2025, all manufacturers of crude and refined vegetable oils, solvent-extracted oils, blended oils, vanaspati, margarine and other notified products were required to register on the VOPPA portal and submit monthly data—covering production, imports, stocks, dispatches, sales and consumption—by the 15th of every month.

The government reiterated that registration was mandatory, warning that non-compliance would invite strict action under the Essential Commodities Act, 1955 and the Collection of Statistics Act, 2008. Describing VOPPA 2025 as a “collaborative reform,” the department said the initiative would enable a more transparent, well-monitored and data-rich edible-oil ecosystem, supporting India’s long-term food-security objectives.
