In a move aimed at improving price transparency and helping consumers make informed purchasing decisions, the Government of India has directed edible oil manufacturers and importers to sell cooking oils only in a fixed set of standard pack sizes.
The new regulation, announced by the Department of Consumer Affairs, limits edible oil packaging to nine standardized sizes ranging from 200 millilitres to 20 litres. The measure applies to both domestically produced and imported edible oils, including widely consumed varieties such as palm, soybean, sunflower, mustard and groundnut oils.
According to the government, the decision is intended to eliminate the confusion caused by irregular pack sizes that make it difficult for consumers to compare prices across brands and determine the best value for money.
Under the revised norms, companies will have three months to transition to the approved packaging sizes. In addition, products sold by volume will now be required to display the equivalent weight on the package, providing consumers with another tool for comparing prices more accurately.
The government noted that the practice of selling oils in non-standard volumes has often made direct price comparisons challenging, particularly in a category that forms a staple part of household consumption across the country.
To ensure affordability and accessibility, the new rules exempt packs smaller than 200 millilitres as well as certain minor edible oils. The exemption is expected to allow manufacturers to continue offering low-cost sachets and small packs targeted at budget-conscious consumers.
The Department of Consumer Affairs said the decision was taken following extensive consultations with industry bodies representing nearly 90 percent of India’s edible oil sector, ensuring broad industry participation in the formulation of the new standards.
The move is expected to bring greater uniformity to the edible oil market, simplify purchasing decisions for consumers, and strengthen transparency in one of India’s largest food categories.
